Salasa has two sets of offerings:

A. Offline:

  1. Mega fulfillment centers: large-scale facilities to receive stocks of our clients, store them, prepare orders and dispatch them.
  2. Darstores: small warehouses distrubuted across main cities to do on-demand delivery and two-hour delivery.
  3. Last mile delivery: through our own subsidiary or aggregator option.
  4. Bonded-zones (new): custom-free areas where merchants can store their products withouth the need for licenses and registrations.
  5. Cross-border (new): enabling merchants from anywhere in the world to ship to anywhere in the world.

B. Online: Salasa One (order management system) with integrations with online web stores such as Zed, Salla and Shopify and with warehouse management systems and transport management system. This is the one-stop-shop for our clients to manage their processes and supply chain end-to-end.


Job Summary:

Salasa is seeking an experienced and driven 3PL Manager to lead and manage our partnerships with third party logistics providers, covering both domestic and international shipping, including cross border trade, import/export compliance, and customs coordination. This role is critical to building Salasa Shipping as an aggregator of last mile, middle mile, and cross border services enabling us to offer competitive, reliable, and scalable delivery solutions to merchants and external clients.
The ideal candidate will bring deep expertise in Saudi Arabia’s import procedures, including ZATCA regulations, bonded zone operations, and clearance requirements, and will ensure seamless inbound and outbound flows, whether through air, land, or sea freight.

Key Responsibilities:

3PL Relationship & Performance Management

·        Serve as the primary point of contact for all 3PL partners across domestic, GCC, and global markets, managing strategic relationships and conducting regular business reviews.

·        Establish, monitor, and enforce SLAs and KPIs to ensure consistent high performance across all delivery and logistics partners.

·        Ensure 3PL partners adhere to Saudi customs clearance timelines, product classification accuracy, and bonded warehouse compliance.

·        Collaborate with 3PLs on route optimization, hub integration, delivery reliability, and seasonal capacity planning to support network scalability.

Inbound & Outbound Operations

·        Coordinate inbound shipments from suppliers and international hubs, ensuring timely customs clearance, transportation, and delivery to Salasa fulfillment centers.

·        Oversee outbound shipment flows across B2C and B2B channels, including last mile delivery and cross border handovers.

·        Ensure efficient handover and reconciliation procedures at every touchpoint (port, bonded zone, warehouse, etc.).

Pricing & Commercial Negotiations

·        Lead negotiations for freight, customs brokerage, warehousing, and last mile delivery rates, with an emphasis on securing optimal cost-per-shipment and margin protection.

·        Build pricing models to profitably package and offer delivery services across Saudi Arabia and the GCC.

·        Analyze market dynamics and international trade lane costs to remain competitive.

Operational Excellence & Compliance

·        Ensure 3PL partners comply with ZATCA regulations, HS codes classification, and country of origin declarations.

·        Facilitate customs documentation flow and clearance support for shipments coming into Saudi Arabia via air, sea, or land.

·        Actively engage with internal operations, fulfillment, and customer experience teams to resolve delivery challenges and improve efficiency.

Claims & Risk Management

·        Oversee the claims process with 3PLs for both domestic and international shipments (lost, delayed, damaged).

·        Track claim trends, provide root cause analysis, and work with vendors to reduce incident rates.

Data Analysis & Reporting

·        Analyze 3PL performance across cost, lead time, clearance speed, success rate, and customer satisfaction metrics.

·        Develop dashboards and performance reports using Power BI, Tableau, or Excel to guide leadership decisions.

Requirements:

Education & Experience

·        Bachelor’s degree in Supply Chain, Logistics, International Business, or Industrial Engineering (MBA preferred).

·        Minimum 5+ years of experience managing logistics operations, including international freight forwarding, customs clearance, and Saudi import regulations.

·        Direct experience in e-commerce fulfillment, bonded zone operations, and cross-border B2C & B2B logistics.

Skills & Competencies

·        Strong knowledge of last mile, inbound/outbound flow, international freight, and cross-border logistics.

·        Familiarity with Saudi customs clearance platforms (FASAH, ZATCA portals) and bonded warehouse operations.

·        Strong command of incoterms, trade compliance, logistics contracts, and import licensing requirements.

·        Advanced negotiation and vendor management skills across air, sea, and road transport.

·        Proficiency in TMS, WMS, ERP systems, and advanced Excel/reporting tools.

·        Bilingual fluency in Arabic and English.

·        Ability to travel internationally and across Saudi Arabia as required.
