Job Title: Site Supervisor
Direct Supervisor: Project Officer

Purpose of the Position
- Provide on-site supervision of project implementation activities in accordance with the approved drawings, technical specifications, and bills of quantities.
- Ensure the quality of works executed and their compliance with technical standards and project requirements, while monitoring work progress against the approved implementation schedule.
- Coordinate with contractors and relevant stakeholders, prepare periodic technical reports, and document work progress, site observations, and field findings.
Key Duties and Responsibilities
- Provide daily supervision and monitoring of site activities to ensure implementation is carried out in accordance with approved drawings, technical specifications, and bills of quantities.
- Ensure that all executed works meet the required quality standards, technical specifications, and project requirements.
- Monitor work progress against the approved work plan and schedule, identify any delays or constraints, and report them to the direct supervisor for appropriate action.
- Review completed works and measured quantities on site and verify their compliance with bills of quantities and contractors’ submitted payment certificates.
- Supervise the rehabilitation and construction works of irrigation canal gates.
- Monitor excavation, backfilling, concrete works, stone masonry works, rehabilitation, and maintenance activities in accordance with the project scope.
- Monitor materials used on site and ensure their compliance with technical specifications, including the approval of material samples when required.
- Conduct field measurements and verify levels, dimensions, and alignments in accordance with approved drawings.
- Ensure the contractor’s compliance with occupational health and safety requirements and environmental regulations throughout project implementation.
- Monitor compliance with environmental and social requirements during implementation and minimize any adverse impacts on communities and property.
- Coordinate with contractors, beneficiaries, and local communities to address technical and site-related issues.
- Coordinate with local communities, local authorities, and beneficiaries to facilitate project implementation and resolve field-related challenges.
- Document implementation progress through daily and weekly reports, photographs, measurements, and inspection and handover records.
- Participate in the inspection and acceptance of completed works and ensure that identified defects and observations are adequately addressed.
- Prepare and submit periodic technical reports on work progress, achievement rates, executed quantities, observations, and recommendations.
- Review drawings, bills of quantities, and technical specifications, and propose appropriate solutions to issues arising during implementation.
- Follow up on the implementation of instructions issued by the Project Officer and ensure the contractor’s compliance with them.
- Participate in site meetings with contractors and relevant stakeholders, and follow up on the implementation of agreed decisions and recommendations.
- Contribute to the preparation of meeting minutes, handover certificates, variation orders, and technical memoranda as required.
- Perform any other project-related technical duties assigned by the Project Officer.
Required Qualifications
Education
Bachelor’s degree in Civil Engineering
Experience
Minimum of three (3) years of professional experience as a Civil Engineer or Water Engineer, preferably in field supervision, and the implementation or rehabilitation of construction and infrastructure projects.
Required Skills
- Ability to read and interpret engineering drawings and technical specifications.
- Ability to review and analyze Bills of Quantities (BoQs) and verify executed quantities and completed works.
- Ability to conduct field measurements and verify levels, dimensions, and alignments.
- Ability to monitor the quality of implementation and ensure compliance of completed works with approved drawings and technical specifications.
- Ability to prepare technical reports and maintain accurate field documentation of project activities.
- Strong coordination, communication, and interpersonal skills, with the ability to work effectively with contractors, project teams, beneficiaries, and other stakeholders.
