POSITION DESCRIPTION: OPERATIONS COORDINATOR (REFUGEE PROTECTION)
KEY RESPONSIBILITIES:
Program Leadership & Field Coordination
• Lead and support the overall qualitative and timely implementation of all refugee protection field activities in the area of responsibility, ensuring the achievement of targets and high-quality performance.
• Supervise and provide leadership and support to the field teams, including Case Management Supervisor, Community Workers, lawyers, and Education staff, ensuring best practice standards and the safety of beneficiaries.
• Support the Project Manager by providing administrative and organizational assistance, executing directives, and coordinating activities across different teams to ensure smooth project progress.
• Closely coordinate with local authorities and stakeholders to assure smooth access and implementation of activities within the refugee communities in Mukalla.
• Strengthen and ensure communication among field teams, ensuring an integrated link between the various project components (Protection, IPNA, Legal, CBI, and Maintenance).
• Timely flag challenges or constraints during field implementation to the Protection Officer and Project Manager, providing suitable solutions and mitigation measures.
Operations & Logistics Management:
• Facility Oversight: Oversee and supervise the Community Center’s daily operations, ensuring it serves as a safe and functional hub for refugee protection, registration support, and community engagement.
• Resource Planning: Identify and raise the administrative and logistical needs of the Community Center, ensuring that all facility requirements (maintenance, utilities, stationery, and equipment) are met to maintain uninterrupted services.
• Fleet & Movement Management: Share and manage monthly/weekly movement plans, ensuring the cost-effective and secure use of available project resources and vehicles. Coordinate field teams’ movements on the ground to ensure staff security and adherence to safety protocols.
• Supply Chain & Procurement: Support the procurement process for field activities by preparing technical specifications for required goods and services, ensuring compliance with NMO and donor procurement guidelines.
• Asset & Inventory Control: Maintain an updated inventory of all project assets and supplies at the field level, conducting regular physical counts and ensuring proper storage, maintenance, and tracking of equipment.
• Logistical Support for Distributions: Lead the logistical planning for any in-kind or cash distributions (CBI), including site selection, crowd control planning, and transportation of materials to distribution points.
• Vendor Coordination: Liaise with local vendors and service providers (maintenance, security, transport) to ensure timely delivery of services and resolve any operational bottlenecks.
Protection & Technical Support:
• Work with the CBI Assistant to facilitate emergency cash assistance for refugees by providing verified beneficiary lists based on established vulnerability criteria.
• Support the Legal Coordinator to ensure that lawyers provide quality legal assistance and conduct effective awareness-raising sessions for refugees.
• Support the Protection Officer in drafting monthly work plans and movement schedules to ensure a consistent field presence and permanent monitoring of activities.
• Maintain and strengthen relationships with community leaders and refugee committees through regular field visits to maintain access and identify emerging protection issues.
• Provide capacity building on the use of smart data collection tools (such as Kobo) to field staff in coordination with Data Management teams.
• Monitor and support community outreach volunteers in their mobilization efforts, case referrals, and the flagging of protection risks in the targeted areas.
HR & Reporting:
• Follow NMO HR procedures for all field staff, including recruitment support, leave management, performance monitoring, and ensuring a full understanding of project objectives.
• Ensure timely and accurate reporting of all field-level protection activities to the Reporting and MEAL Officers.
• Perform any other tasks necessary for project implementation as requested by the Project Manager.
POSITION REQUIREMENTS:
• Education: Bachelor’s degree in Social Sciences, Management, International Development, or a related field. A certification in Humanitarian Logistics or Supply Chain Management is a plus.
• Experience: Minimum 2-3 years of experience in coordinating field operations, specifically in Protection and Case Management for Refugees. Experience in field-level logistics and asset management is highly desirable.
• Leadership: Proven experience in supervising multi-disciplinary teams (Community Workers, Education staff, Lawyers) in high-pressure or challenging environments.
• Technical Skills: Strong knowledge of refugee protection principles, humanitarian standards (Sphere), and experience with smart data collection tools (Kobo). Familiarity with humanitarian logistics software or inventory management systems.
• Coordination: Excellent ability to coordinate with local authorities and represent the organization in field-level meetings.
• Languages: Fluency in Arabic and excellent written and spoken English.
• Personal Attributes: High flexibility, strong problem-solving skills, and the ability to work under pressure while maintaining a supportive working style for the team.
