About the company

Jisr is Saudi Arabia’s leading HR and payroll platform, helping organisations digitise people operations and stay compliant with local regulations. Our platform serves fast growing SMB, mid market and enterprise customers across the Kingdom and wider GCC, giving HR and finance teams the tools they need to hire, manage and pay people with confidence.

As we scale our go to market engine for 2026 and beyond, we are building a modern, high performing SDR organisation that sets the standard for pipeline excellence in the region. This is an opportunity to join at a pivotal phase of growth, where your work will directly influence our success and help shape the next generation of talent within Jisr.

About the Role

Jisr already administers a substantial, fast-growing health insurance book for companies on our HR platform — hundreds of clients and covered lives today, growing quickly through our carrier integrations. This role exists to turn that book into a real, licensed insurance business: to build Jisr's own path to holding an insurance intermediary licence, to own the product and policy decisions that come with it, and to set the commercial and expansion strategy around it.

This is a GM-level build role, not a BD or account-management role. Licensing and compliance are the foundation everything else sits on — the commercial partnering, segment expansion, and product work only work if the licensing and regulatory structure underneath them is right. You will be the first dedicated owner for this line, working closely with the Insurance product owner, Finance, and leadership, and will be expected to set strategy, not just execute against someone else's.

What You'll Own

  • Licensing pathway — own the end-to-end strategy and execution for Jisr's insurance intermediary licence, including evaluating build-vs-acquire options (e.g. acquiring a small licensed broker) and leading due diligence if Jisr pursues acquisition.

  • Compliance by design — ensure every commercial and product structure sits inside a properly licensed entity, and that customer health/claims data is handled in line with Saudi data protection law. This is foundational to the role, not a legal afterthought.

  • Product ownership (insurance policy) — partner directly with Product to shape the insurance policy and coverage roadmap, translating regulatory and commercial requirements into product decisions.

  • Commercial partnering — own and grow Jisr's commercial relationships with major KSA health insurers, carriers, and brokers; negotiate and close terms with a licensed broker or aggregator partner to begin earning commission on renewal and switch volume without waiting on Jisr's own licence.

  • Segment and market expansion — work with Product and carrier partners to remove artificial coverage caps so every company on the platform, regardless of size, can be served.

  • Leadership and strategy — set the strategic direction for the insurance line, build out the function over time, and represent it to Jisr's leadership team; track and own commercial performance (renewal conversion, take-rate, revenue) against agreed targets.

What We're Looking For

We're targeting two candidate profiles:

  • Product & Strategy background at a major insurer — e.g. a product owner at Tawuniya, or a product and strategy leader at Bupa Arabia, with direct exposure to policy design and how licensing/regulatory requirements shape product.

  • Leadership/strategy background from a digital-forward, venture-building organization — e.g. Masdar, Tameeni, B.Care, or similar — with a track record of standing up new, regulated business lines from scratch.

Beyond profile, the role requires:

  • Deep, working knowledge of the KSA insurance regulatory environment — the Insurance Authority's licensing regime and the current direction on policy administration and intermediary licensing. This is a foundational requirement, not a nice-to-have.

  • A track record structuring or negotiating commission or partnership agreements, ideally in group health / SME-focused books rather than large enterprise or motor-led business.

  • Proven leadership and strategy-setting ability — has run a P&L, business unit, or new venture, not purely an individual-contributor commercial background.

  • Comfortable operating in a build-from-scratch, high-ownership environment — this role starts with a real book and real momentum, but no existing playbook.

  • Existing relationships with major KSA health insurers and/or licensed aggregators are a real, direct advantage.

  • Fluent in Arabic and English.

Nice to Have

  • Direct exposure to a broker acquisition or licensing process — due diligence, integration, or regulatory approval experience.

  • Experience working alongside or inside an HR/HRIS or fintech platform, understanding how an embedded insurance motion differs from a standalone brokerage.
