Job Title : Protection Officer                                                                                                           

                                                                                                                                                             

Reporting to : Deputy Project Manager / Project Manager                                                          

Location: 1 for Aden–Basateen, Hadramout (Mukalla/Sayoun) ,                                                   

                                       1 for Lahj (Kharaz Camp)                                                                                                                                                                                                                                                             

 

Job Purpose                                                                                                                                    

The Protection Officer will support NMO’s protection programming by ensuring quality implementation of protection activities, strengthening case management, community based and protection monitoring systems, and contributing to evidence-based analysis, reporting, and advocacy.

 

Key Responsibilities                                                                                                                       

  • Update SOPs and formats in collaboration with the UNHCR Protection Unit for case management and protection monitoring.
  • Build staff capacity on case management and protection monitoring for CP, SGBV, and PwSN.
  • Train and coach key protection staff on the management of community-based protection activities.
  • Develop a standard training package, including basic protection, protection mainstreaming, case management principles and steps, CP, GBV, and Psychological First Aid (PFA), for all project staff.
  • Strengthen the project team’s capacity to meet protection and gender minimum standards.
  • Provide mentoring to staff on protection technical aspects, database use, and adherence to data protection protocols.
  • Coach and support the team in using reporting and case management tools (BIA, BID, GBV intake forms, etc.) in an informed manner to improve data quality and consistency.
  • Provide ongoing protection analysis (including conflict analysis, gender, and risk management) and lessons learned to inform the Project Manager, Deputy Project Manager and Programs manager for improved program development and advocacy.
  • Support analysis and reporting of collected data from both case management and protection monitoring activities.
  • Review monthly case management lists proposed for cash assistance.
  • Review case management intake forms to ensure quality and completeness, and monitor follow-up systems post-referrals (internal and external).
  • Conduct field monitoring and ensure data protection procedures are followed by Protection and other NMO staff handling confidential data.
  • Ensure proper rollout and review of hotline services and complaints and feedback mechanisms.
  • Participate in partner and technical meetings related to refugees and asylum seekers.
  • Support the Reporting Officer in supervising monthly uploading of activity information datasets, including random data cross-checks.
  • Draft and edit protection trend analysis reports based on project data when requested.
  • Training/capacity building on case management and protection monitoring for project staff and volunteers.
  • Review and/or develop SOPs for case management, referral pathways, and protection monitoring.
  • Support report writing, data analysis, and provision of protection trend analysis.
  • Coach and support project staff in using case management and reporting tools.
  • Enhance the access of PoC to protection mechanisms available in the country through information campaigns and specific thematic surveys, implementation of systematic protection monitoring through static and mobile protection monitoring or outreach teams, and referral for protection services.
  • Provide direct assistance to vulnerable PoC through a comprehensive case management package for PwSN, SGBV, CP case workers, and legal officer if needed.
  • Identification and issuance of vulnerable refugees and asylum seekers for cash grant support.
  • With the legal officer, ensure systematic monitoring of detention centers and detention conditions to assure freedom of movement for refugees and access to juridical assistance for detainees or PoC at risk of detention.
  • Livelihood opportunities for refugees who are recipients of cash grants: promote self-reliance of PoC by facilitating the enrolment of refugees into long-term and short-term formal technical and vocational training for refugee youth, and providing soft skill sessions for SGBV survivors and PwSN aimed at greater community (re)integration and reduced vulnerability.
  • Ensure strengthening and expansion of community mobilization by working with refugee and asylum seeker communities to ensure refugees’ and asylum seekers’ participation and a community-based approach.
  • Increase the level and quality of civil registration and civil status documentation of PoC.
  • Enhance refugees’ access to durable solutions, including exercising their right to return through Assisted Spontaneous Return (ASR).

     

Required Qualifications and Experience                                                                                      

Education                                                                                                                                         

  • Bachelor’s degree in Social Work, Psychology, Law, Human Rights, or a related field.                                                    

Experience                                                                                                                                      

  • Minimum 3–5 years of experience in protection programming in humanitarian or development contexts.
  • Proven experience in GBV and/or child protection case management is required.
  • Experience working with displaced populations is an asset.                                                 

Skills                                                                                                                                                

  • Experience in protection case management (GBV, Child Protection, PWSN) using ethical and survivor-centered approaches.
  • Ability to identify protection risks, conduct assessments, and manage referrals.
  • Strong communication, counselling, and community engagement skills.  
  • Good reporting, documentation, and basic data management skills.        
  • Ability to work under pressure and in field-based environments.
