Job Title : Grants, Partnerships & Communications Manager
Reporting to : Executive Director
Location : Aden, Yemen (with field travel as required)
Purpose of Assignment
The Grants, Partnerships & Communications Manager leads NMO’s resource mobilization, donor relations, partnership development, and external communications strategy. The role is responsible for securing funding opportunities, developing competitive proposals, managing grants lifecycle, and positioning NMO as a credible development and humanitarian actor locally and internationally. The manager also oversees organizational communication, visibility, and brand representation.
The position ensures donor compliance, builds strategic relationships with funding agencies and partners, strengthens visibility, and contributes directly to organizational growth and sustainability.
Key Responsibilities:
A. Grants & Resource Mobilization
- Develop and implement NMO’s fundraising strategy aligned with organizational priorities.
- Lead proposal writing processes, concept notes, Expression of Interests (EOIs), and donor engagement packages.
- Track donor opportunities, funding trends, and calls for proposals (UN, INGOs, bilateral donors, development banks, private sector).
- Manage the full grant lifecycle: proposal design → onboarding → reporting → close-out.
- Oversee grant agreements, ensuring compliance with donor regulations, procurement, MEAL, finance, and audit requirements.
- Maintain updated grant pipeline, reporting tracker, calendar of donor opportunities, and submissions dashboard.
B. Partnerships & Networking
- Build, manage, and expand strategic partnerships with donors, UN agencies, INGOs, government entities, private sector, and academia.
- Lead partner outreach, networking, donor meetings, and representation at national/ international forums.
- Conduct partner mapping, due diligence, and capacity-assessment.
- Facilitate MoUs, partnership agreements, sub-grant arrangements, and joint program development.
- Strengthen localization & partnerships with local CSOs, cooperatives, and community institutions.
C. Communication & Visibility
- Lead NMO communication strategy, branding, and visibility guidelines.
- Oversee creation of media content, success stories, publications, annual reports, press releases, social media, and website updates.
- Ensure donor branding compliance for campaigns, events, publications, and projects.
- Build NMO’s public image and media relations with transparency and professionalism.
- Lead knowledge-management products, external newsletters, media kits, and advocacy packages.
D. Coordination & Internal Collaboration
- Work closely with Programs, MEAL, Finance, Operations, HR, and Field Offices to ensure quality project design and reporting.
- Support teams in donor compliance training, reporting quality, and grant documentation.
- Participate in strategic planning, sectoral positioning, and proposal co-design workshops.
- Guide communication during emergencies, high-level visits, and donor field missions.
E. Performance, Monitoring & Quality
- Develop KPIs for grants, partnerships, communication performance.
- Maintain internal systems and CRM databases (grant tracker, contacts, proposal library).
- Ensure timely donor reporting (narrative & financial) with high quality documentation.
- Lead After-Action Review for wins/losses and improve proposal competitiveness.
3. Required Qualifications & Skills
Education
- Bachelor’s degree in Development Studies, International Relations, Business Administration, Communication, or related field.
- Master’s degree preferred.
Experience
- Minimum 5 years in grants management, partnerships, fundraising, or communication in NGOs/INGOs.
- Proven record in winning grants and developing high quality proposals.
- Experience working with donors such as UN, EU, USAID, FCDO, GIZ, WFP, UNICEF, etc.
- Experience supervising teams and managing sub-awards is an asset.
Technical Skills
- Strong proposal writing, donor reporting, and communication skills in English & Arabic.
- Advanced knowledge of project cycle management, log-frames, budgeting, and MEAL integration.
- Familiarity with donor compliance, procurement rules, branding guidelines.
- Ability to lead communication products.
