Job Title : Legal Coordinator
Reporting to : Deputy Project Manager / Project Manager
Location: Aden with traveling to project locations in Lahj (Kharaz) & Hadramout (Mukalla/Sayoun)
Job Purpose
The Legal Coordinator will lead and oversee NMO’s legal assistance, registration support, and access to justice interventions for refugees and asylum seekers in southern Yemen. The role ensures effective coordination with UNHCR, IPNA, local authorities, and legal partners to strengthen access to territory, legal identity, documentation, and justice in line with international protection standards.
Key Responsibilities
- Lead NMO’s Legal Network Team and oversee implementation of all legal assistance and documentation-related activities.
- Coordinate closely with UNHCR, IPNA, local authorities, and civil society partners to ensure effective and timely refugee registration and documentation processes.
- Ensure smooth operational coordination at supported IPNA registration centers, addressing emerging challenges and operational gaps.
- Represent NMO in legal, protection, and coordination forums related to refugee registration, documentation, and access to justice.
- Oversee technical and logistical support provided to IPNA registration centers, including equipment, IT systems, supplies, and site management.
- Ensure registration services are protection-sensitive, accessible, safe, and dignified, with attention to PwSN and other vulnerable groups.
- Supervise monitoring of SOP adherence through field visits and quality control mechanisms.
- Oversee community outreach and awareness-raising activities on registration procedures and the importance of legal documentation.
- Support feedback and complaints mechanisms and ensure community feedback informs service improvements.
- Plan and oversee capacity-building initiatives for government counterparts, civil society actors, and service providers on:
- International refugee law and protection principles
- Registration SOPs and documentation
- Referral pathways and coordination mechanisms
- Support development and strengthening of coordination mechanisms at local and national levels.
- Provide technical guidance and material support to local actors implementing protection-related initiatives.
- Supervise delivery of legal assistance services through NMO lawyers and legal partners, ensuring quality, consistency, and protection sensitivity.
- Ensure access to legal counselling, representation, mediation, and advisory services for refugees and asylum seekers.
- Oversee immigration detention monitoring activities and coordination with relevant authorities.
- Ensure identification and follow-up of persons in need of international protection, including detainees.
- Ensure systematic collection, analysis, and reporting of legal assistance and registration data.
- Contribute to protection analysis, legal trends reporting, and evidence-based advocacy.
- Ensure compliance with data protection, confidentiality, and ethical standards.
- Support donor reporting and coordination with UNHCR on progress and results.
Required Qualifications and Experience
Education
- Bachelor’s degree in Law (Master’s degree is an asset)
Experience
- Minimum 5 years of experience in legal assistance, refugee protection, or rule of law programming
- Strong experience coordinating with government authorities and UN agencies
- Proven experience managing legal teams or networks
- Experience in UNHCR-funded projects highly preferred
- Experience working in complex emergency or displacement settings
Skills
- Strong coordination, leadership, and negotiation skills
- Excellent analytical and reporting abilities
- Knowledge of international refugee law and protection standards
- Ability to work in sensitive political and security environments
