Job Title : PwSN Case Management Supervisor

Job Purpose
The PwSN Case Management Supervisor is responsible for leading and supervising the delivery of comprehensive, high-quality case management services for Persons with Specific Needs (PwSN) in line with context-specific SOPs aligned with UNHCR global PwSN standards. The role ensures effective identification, assessment, planning, referral, and follow-up of complex PwSN cases using an Age, Gender and Diversity (AGD) approach, ensuring equitable access to protection services and durable solutions.
Key Responsibilities
- Supervise and support PwSN case workers in the provision of comprehensive case management services.
- Ensure accurate identification, registration, and prioritization of PwSN cases, including unaccompanied elderly, persons with disabilities, and individuals with severe mental or physical conditions.
- Review and validate case files, case plans, referrals, and follow-up actions to ensure quality, completeness, and adherence to SOPs.
- Provide technical guidance on managing complex and high-risk PwSN cases.
- Ensure consistent application of context-specific SOPs aligned with UNHCR PwSN global standards.
- Support the review, adaptation, and dissemination of PwSN SOPs and case management tools.
- Ensure confidentiality, informed consent, and data protection protocols are strictly applied.
- Oversee door-to-door protection monitoring and socio-economic assessments to identify PwSN and emerging protection risks.
- Ensure assessments integrate AGD considerations and inform tailored case planning and referrals.
- Analyze trends and protection risks affecting PwSN to inform program adjustments.
- Ensure timely and effective referrals to internal and external services, including:
- Health care and MHPSS
- Legal assistance and civil documentation
- Cash-Based Interventions (ECA and MPCA)
- Alternative care and specialized support services
- Coordinate care arrangements for unaccompanied elderly and persons with severe mental disabilities in line with protection standards.
- Support identification and follow-up of durable solutions for PwSN.
- Provide coaching, mentoring, and on-the-job training to PwSN case workers.
- Support staff capacity building on PwSN standards, AGD, case management principles, PFA, and referral mechanisms.
- Promote staff wellbeing and support in managing high-stress and sensitive cases.
- Contribute to protection reporting, case management statistics, and trend analysis.
- Coordinate with protection teams, psychologists, health partners, and external service providers.
- Participate in coordination meetings related to PwSN, protection, and MHPSS.
Required Qualifications and Experience
Education
-
Bachelor’s degree in Social Work, Psychology, Sociology, or related field (Master’s degree preferred)
Experience
- Minimum 4 years of experience in protection or case management programming
- Strong experience working with PwSN and complex protection cases
- Prior experience with UNHCR-funded projects and SOP-based case management preferred
- Experience supervising or mentoring case workers
Skills
- Strong analytical, supervision, and decision-making skills
- Knowledge of UNHCR PwSN standards and AGD approach
